Harbor Baltimore is a harm reduction and outreach program launched by Safe Exit Initiative (SEI) to support survivors of trafficking and exploitation. Building on SEI’s successful program in Worcester, MA since 2014, Harbor Baltimore works to address the needs of a city ranked among the top in the U.S. for human trafficking.
In February 2025, we launched our Direct Street Outreach. Three times a week we are on the ground delivering harm reduction supplies and food to targeted neighborhoods in the city.
In partnership with U Empower of Maryland (UEmpower), we are establishing a center in Southwest Baltimore to serve the Mount Clare area and nearby corridors.
SEI is a designated overdose response provider by the Maryland Department of Health, empowering us to administer naloxone, a life-saving tool in harm reduction efforts.
SEI works alongside the Mayor's Office of Neighborhood Safety and Engagement (MONSE), HER Resiliency Center, Turnaround, and other trusted allies to deliver support to individuals impacted by the sex trade.
PAMALA CARY
For over a decade, Pamala has been a dedicated advocate for survivors of human trafficking, survival sex, sexual exploitation, and homelessness in Baltimore. Her unwavering commitment to justice and empowerment has led her to build strong, transformative partnerships across the city, ensuring safe pathways for individuals to escape dangerous situations and rebuild their lives.
Pamala moved to Baltimore in 2015, where she was struck by the stark contrast between wealth and poverty. Motivated to make a difference, she began working with her church as a human trafficking outreach coordinator. She then joined the Human Trafficking Collaborative of Baltimore City, where her passion for the cause grew. In 2020, she transitioned from volunteer work to a professional role as the Lead Residential Advocate at Catherine's Cottage, a human trafficking survivor shelter, later being promoted to Survivor Support Worker.
In 2021, Pamala took on the role of Program Manager at Her Resiliency Center and was later promoted to Manager of Strategic Partnerships. Her work there strengthened vital support networks, connecting survivors with housing, counseling, legal aid, and employment, and a host of other resources. In 2024, she left Her Resiliency Center to become Program Manager at Drink at The Well, before stepping into her current role as Program Director of the Safe Exit Initiative.
Through collaboration with local organizations, law enforcement, service providers, and grassroots initiatives, Pamala has been instrumental in creating comprehensive support systems for those in need. Her tireless work has provided housing, counseling, legal aid, and job opportunities, ensuring that survivors find not just safety, but a sense of dignity and purpose. Pamala’s dedication has also raised awareness about the systemic challenges contributing to exploitation and homelessness.
Passionate and driven, Pamala continues to be a powerful voice for those affected by trafficking and homelessness in Baltimore, working every day to ensure they have access to the resources and support they deserve.
Community engagement is essential to our success. We have recruited a diverse group of volunteers, including Spanish speakers, who are completing training for street outreach. Several area churches have also committed to supporting our mission.
